I find it pretty interesting writing a journal is part of the usual education children for children in Tamriel. Not only makes for a very colorful detail of the world, it also helps explain why personal journals are so common throughout all social classes in the games.
My headcanon for the longest time was that it was expected for parents to teach and educate their children about the world, and that there was no education system for the most part. High elves did mention education multiple times in various games tho, so I thought they were basically the only ones with an education system.
Seems to me somewhere around 50% of the population knows how to read and write at the very least seeing as even bandits write notes and journals all the time
I think some kind of system, similar to the one in KC Deliverance, would be an interesting edition to TES VI. Therefore you cannot simply pick up a book and gain a skill, you have to learn how to read in order to get that skill. The higher your reading skill, the more you can gain from that skill. One thing we have to remember is that we are only seeing one small part of the world. Skyrim is even bigger than High Rock, and is largely packed with towns and buildings just like we saw in Daggerfall, but it is hard to make a world that big interesting, We are seeing just a tiny selection of the villages, people, buildings, etc. that these places have to offer.

I have a head-canon that most people get educated by the preists and priestesses of the local religion. It makes sense that a Priest of Julianos would try to advocate literacy and basic education.
I think your education skills in the Elder Scrolls universe depends on your social status the higher you are in the hierarchy the more advanced your education is
We know the altmer value learning and education as the most important thing, and that they're highly educated. I mean, I dare you to find an unrefined altmer boor. They're all well educated and almost all of them have one or another high skill job. Yet we know almost nothing about their actual education system.
5 eras spanning over thousands and thousands of years and they still remain relatively the same, besides leader and empire changes, nothing much changed. Why no cars?
On the contrary, if you look at the bigger picture Tamriel is regressing and becoming more mundane the longer time goes on. Long gone are the days when gods walked among mortals, long gone are the Dwemer who sought to become gods themselves, and as of the 4th era even the Tribunal is gone. The Akaviri wiped out all the Dragons (Until Alduin returned anyway) and the Akaviri themselves have all been absorbed into the Cyrodiilic population, hell these days the Cyrodiilic emperors are not even Dragonborn anymore, and with the Amulet of Kings Destroyed it's unlikely there will ever be another Drognborn emperor again. The Sword Singers of old are all gone, their art lost, and the Shadowscales are also gone, it's a sorry state of affairs in Tamriel right now
That's actually pretty similar to real life, most of our history as humans is lost because we didn't have the technology to record it, and those times oasted for very long periods of time according to scientists. We were shitty apes for a long time.
Technology tends to advance oit of need in our world and even now it still does. In TES magic is basically a crutch keeping a cap on how far to goes (as well as the gods themselves even though its not their intention) and its arguably this very fact that has regressed society.

I wonder if tamriel has invented the printing press. There are so many books even in the houses of commoners. That would be a lot of work for scribes.
