This is an older episode, they run 28×10.5 excluding 28x10.5H cause theres deep dish "small tires"

Personally I think chief has a small percent of dislike for Dave. I know they have been cool for years, but he has a little issue with him.

Chief wanted to see who would rise and who would try to pull the same games, I think Dave was scared to race Dominator and their matchup was an example of that, if Dominator can get down the road he's very hard to beat
