Lister D fuel tank weld repair rust treatment and prime ready to paint

I purchased this Lister D petrol (gasoline) engine that came on a trolley with an Aerograph air compressor.
This video details the work done to the fuel tank that came with the engine but was not the original lister D part. I decided to fix and preserve this tank but I do not know if it will end up on the engine or not yet.
They were used in the village forge in Cullworth (northaptonshire).
I would be interested to hear from people who either have seen this running or know of similar setups in forges.
I would also welcome information on some of the things shown in the video such as the handles on the trolley.
