It's possible if the video was made on Blender, Unity or Unreal Engine, but it's MikuMikuDance. MikuMikuDance (MMD) is basically 15 year old technology that's only held up by 15 years of unofficial community-made plugins, models, stages and other add-ons, since it's an entirely free software, but not open-source like Blender. It was never meant to do advanced physics calculations to cloths to prevent such issues. Still, being able to have this level of quality with MMD, actually takes skill and knowledge.

It would be out of character for her. Instead of a solo a duet with koyuki trying to force her into dancing would be much better. Just think about it for a second. Serika unwillingly dancing to this tune or something similar and making unpleasant faces occasionally.
