I would first turn down Dynamics (the flange effect) and try and turn down Dimension (the smearing effect). Hit the right button to turn off the phasers (no orange lights), then lastly maybe turn off the early/late modulation by holding ALT and turning the Time knob all the way to the left. With a lot of that modulation out of the way then play with the multiply, time and feedback with Mix at about 12 noon. Then bring in some dimension to taste.

Can you make a jet taking off whoosh type sound similar to your phase 2 eg I guess ,like white noise
