Because with Dragonheart Build, there's no need rampage slot lvl3 for Element Bane, as Valstrax Soul is 20% bonus element when you're afflicted by Dragonblight - this is a general increase, no bound by 25+ hitzones, so Vals CB have higher raw, higher element, miles better sharpness, etc...
With general multiplayer (non Dragonheart) build, the Dragon tree CB will have 10 more element compare to Valstrax with rampage deco upgrade tho. As now we can get more than 200 raw element it's like
