It's a tier 3 anti-structure unit like the prism tank.

If you consider the point-blank range, slow movement speed, and the fact that you could literally pack up the conyard and outrun a Kirov indefinitely, I think we can allow the insane damage value.
(Also keep in mind that damage is significantly reduced when the Kirov is not perfectly above the conyard.)

MCVs have 1000 HP either deployed or undeployed, the difference being the armor types:
-Undeployed, they use Heavy Armor type, the same type used for MBTs and T3 Heavies like the Apoc, Battlefortress and, Mastermind.
-Deployed, they use Concrete Armor type, the same used by Superweapons.
A single hit from the Kirov bomb deals 250 damage. This specific warhead is considered super-effective against the structure armor types (Wood, Steel and, Concrete) that the damage value is multiplied by certain value.
It does middling damage vehicle damage types (Light, Medium and Heavy, though for Light armortype vehicles, they simply don't have enough hp that their armortype doesn't matter.).
Miners are a funny case of having Medium Armor type but are far more durable than units having Heavy Armor simply because Miners have a lot of HP.

Prism Tank Build different

Prism's attacks deal more damage on buildings than tanks, while some deals more damage on the tank than the building

coz green Prisms are most specialized against structure... as they're intended to be more of siege artillery unit before elite rank gets rid of specializedness to make it an all-rounder menace
