Sir, inspite of act there are rules of state as well as Central gov for example...the contract Labor act 1972....this is why??can you please enlighten the subject by making video??
+ketan patel see the contract Labour act specifically lays focus on the contract Labour & the conditions regarding them where as this act only talks about out the minimum standards of wages...
EDUCATIONAL PANACEA Yes Sir you are right...my question is there are various labour laws...more then 38...and inspite of these laws, state and Central government has it's one rules for example main act is the factory act 1948, but in Gujarat we have to comply provision of the Gujarat Factory Rules 1963 too....hope you understand my question..
+ketan patel ok I got your point ..it is so because all of the acts have been written with the different purposes.
Apart from that , the states have also their power to frame laws as in many cases Appropriate Government is the state govt...
The reason behind many acts is the need to frame them specifically for special purposes.
Like ESIC , PROVIDENT FUND,BONUS , GRATUITY...
NOW as far as rules are concerned ,rules are always existing with every act because they define the procedure in which that act will be applied..
Every has its rule book...like Income-tax rules, Company rules
& one more thing this is not the only case with Labour Law...
This conflict is with family laws also
N if your query is regarding why state govt..is also framing laws on that then the reason is the Constitution as there are matters of concurrent list on which both state & central can make laws..
Even many items regards Labour Law fall within state list also
