That's not the kind of loud sound that does that, it has to be something like being next to a Loud Jet taking off or abrupt extremely loud sound bursts from say headphones.
Even though the eardrum itself can heal, if your eardrum gets damaged to the extent of tearing, then permanent has likely been done to your Cochlea, which is the IMPORTANT part of your ear, as the hairs within it DO NOT regenerate! The ringing you hear is due to those hairs getting damaged.
It could also be due to the oscillation of the particles in the air causing your ear drum to vibrate if it is roughly at the right frequency and is loud enough

This actually happened to me once, the pain was excruciating, but once it ended and it healed fully, it was almost as if it never happened. My right ear (the one this happened to) I feel like is slightly less sensitive to sounds, but it's basically the same. What an experience that was.
Fun fact, This happened to me when I was 8, My dad had a train horn in his truck and he didn't know I was next to that truck causing both of my eardrums to burst, Pain was for weeks but the "Healed tissue caused overlap and is still painful for me to this day, there are surgeries to get that lap removed but I am only 15 and the doctor said I needed to wait.

But like someone else in the comments said, the hair cells in your cochlea _cannot_ heal and regrow. When an inner ear hair cell dies, it's dead for the rest of your life. And yes, too much loud noise exposure for too long can slowly kill them over time. Even something loud enough for a very short time without hearing protection can kill those cells (e.g. a gun firing too close to your head or a firecracker going off.) Those moments of carelessness are not worth a lifetime of hearing loss and all the struggles that come with that, so _be careful and use protection!_
This actually happened to me once, the pain was excruciating, but once it ended and it healed fully, it was almost as if it never happened. My right ear (the one this happened to) I feel like is slightly less sensitive to sounds, but it's basically the same. What an experience that was.

Fun fact, This happened to me when I was 8, My dad had a train horn in his truck and he didn't know I was next to that truck causing both of my eardrums to burst, Pain was for weeks but the "Healed tissue caused overlap and is still painful for me to this day, there are surgeries to get that lap removed but I am only 15 and the doctor said I needed to wait.
