The purpose of religion is not to give you the recipe for chicken Tikka masala or Naan, but to give you broad guidelines about living your life. Whatever the Quran and the Sunnah do not speak on but people need explanation on, therefore needs a fatwa. Fatwas are deduced from broad principles and values of religion. While the suggestions/ recommendations in the fatwa may not be mentioned anywhere in the hadith n the Quran. When you say evidence do you mean, the Quran should explicitly say “when your husband or wife cheat on you don’t have intimacy? Is that what you mean?
