Group Based Licensing in Entra portal via Billing > Licenses > All Products > select product > Licenced Group > Assign. It does make more sense for MS to keep this under Groups menu for me but hey. Hope this helps.
Absolutely this stuff is allowing me to re-learn things that i havent used in the portal for a long time (or ever actually used). Thanks for sharing your time and knowledge here.

So basically, if I purchase a single Power BI license and assign it to a group, will all the members of that group be granted Power BI licenses automatically through that single license? Or will individual licenses be procured for each member automatically?

Not quite how it works, but those who dynamically assigned to a group for licencing would be assigned one of those licences.
