Yes, that's meant to be; all of Hutton's films are meant to be viewed in complete silence. I don't know if it works as well on UA-cam, but if you're lucky enough to see his films in theaters, it's transfixing.
For something that sounds so mundane on paper, this is incredibly mesmerizing and hypnotic.
