Gen Rawat, in hindsight, did a lot of good and he had a vision. This was not apparent during his stint of CDS. At that time his personality and outspokenness were more in focus, than his work. I believe Gen Chauhan is taking that as a lesson. He is probably continuing the work commenced by Gen Rawat and maybe added on to it with what his vision is, without being a "maverick" (per your comments for Gen Rawat). Working quietly is a quality that is rarely admired.

I do not know whether General Bipin Rawat achieved something on the ground. The IAF and Naval officers gave importance to their departments and not to their nation. They fear the Army will take over their department because a country requires an army more than the Air Force and Navy. In the 1962 war, India did not use Air power against the PLA. One of the most perplexing aspects of the 1962 Sino-India War was the non-utilisation of the Indian Air Force (IAF) for combat missions. During the war, minimal aircraft were used only for casualty evacuation and transporting troops and weapons. So one of the advisers of the Late Manohar Parikkar's time, found the USA's advice to the Govt was real and IAF would have lost fighter planes in the operation against the PLA. The Govt understood the Indian Army would suffer more causality in future wars due to IAF operational delay. So late in Manohar Parikkar's time, the issue of CDS came up. Purchasing the Apache helicopter is a wrong decision due to the lack of technological knowledge of a few of the IAF officers. IAF and Army officers would read this Article. “Attack Helicopter: Should India have them?” By Capt AG Bewoor. I am not a defence personnel. War and War Strategy is my hobby. The US fooled the IAF officers who recommended purchasing the Apache helicopter. All the helicopters have become obsolete after the development of the Stinger missile can, hit targets flying 3,500 m and has a firing range of around 8 km. Together with the helicopter the US supplied AGM-114 Hellfire variants its range is 8 Km. The result is that helicopters cannot be used during war in hilly areas. This was the one reason, the IAF lost a few fighter planes and helicopters during the Kargil war. So this Govt is well aware of the IAF officers' ignorance of technical knowledge.
