My local council are considering something similar, along with stopping funding for food banks and saying their budget won’t stretch to funding ‘warm banks’ while at the same time spending £250,000 on art for its offices. Spending £22,000 on a painting of a tree done by a councillors wife!

Why would they turn off heating at night when it gets the coldest, let alone the hot water. Ridiculous! Anyone who’s ever had to get up for work at 5am in winter when the heating has been off all night, knows how miserable it is getting dressed with your teeth chattering. Then having to wash in freezing cold water. Are those in charge crazy?!
They assume their tenants are all bums on benefits. They think the tenants are all in bed until lumchtime and then sitting around doing nothing.

Can you imagine, you get sick, you get a cold or the flu or COVID, and you can't have heat for hours on end. This is outrageous.
You CAN have heat. You plug in an electric heater. The council hasn’t turned the electricity off. But of course, you have to pay for using the extra electricity.

Sort of, he's either in some old block that has underfloor heating or in a tower with a massive boiler. I've never lived in a block with underfloor heating but IIRC there always used to be complaints about not being able to switch it off, control when it comes on etc. You get billed even if you don't want to use it etc, that's why it's a service charge.
By law, service charges in council accommodation can only go up to recover costs that seem reasonable. So yes, in the current circumstances that is considered a reasonable increase. It's clearly not enough though if the usage is having to be restricted in this way.
@@llama2851 hmm, this doesn't sound like a council block. IIRC you can't even turn the heating down in the older ones and where you can, it won't make any difference as it comes off as a service charge that everyone pays.

I grew up really poor and didn't have heating or hot water because we couldn't afford it. It's miserable. To be paying your bills and having that right taken away must be an awful feeling. I hope they organise and get it resolved before winter really kicks in.
We weren’t really poor but we only had one bath a week on a Sunday evening. Rest of the time we had a strip wash in front of the gas fire. No central heating, double glazing etc. We survived. Come on folks, were made of stronger stuff than that and we’ll survive!

I feel for anyone who has incontinence or looking after such people. The very young, the elderly, disabled and people who are suffering with illness. I'm grateful to live in Australia and I am horrified to see what is occurring in the UK.

Formerly from Melbourne South Eastern Suburbs - until the sea change to present location - due to needing finance for my mum's Aged care needs and urgent need for going into some form of aged care facility about 8 years ago now - but unfortunately she passed away before any of that aged care infrastructure was put into place for her. Ironically, a few months after she passed away they belatedly notified me that they had a place for her. 🙃
The thing is, it will get here eventually.... We're fast running out of resources all over the world, especially clean water. It may take a long time, but it's definitely going to be like that everywhere at some point. And people will only start getting scared when it's far too late. Also grateful to be in Aus, but let's face it, no one is safe from this.

This happened a few years back in my flats . They said nothing but decided that heating and hot water should be turned of fro midnight till 6am . I first realised when I woke up freezing cold and as a disabled adult I found this disgusting. We pay ahead of time all year round for are water/heating so was beyond angry . Like the guy said it’s like living in a 3rd world country but we are the bottom of the economic ladder so stuff us .

In the 70-80s, council tenants would organise rent strikes until the local authority made repairs.
Yea, just organize rent strikes every few years and things will be fine.
All that happen now if tenants tried that is eviction notices.
If they try that they'll violate their assured tenancies and be subject to an unassured or fixed term tenancy. It's not worth the risk of homelessness.

Consider this. A paramedic lives in an Islington council block. His shift starts at 4am. He can't shower before he goes in and his heating is off. He gets called to a middle-aged man having a heart attack who just happens to be one of the councillors who made the decision to turn the heating off. Just putting it out there.

No sympathy, country voted Brexit which has caused a massive downward move in the value of the pound. Gas is priced in Euros and Dollars so what we the consumer pays is dependent on the strength of the pound. If the UK announced tomorrow morning 9am their intention to rejoin the SM the value of Sterling would pop 20-30% by 5pm bringing down gas, fuel, imports and inflation by 20-30% overnight. Yet nobody talks about it and they still persist with the road to poverty. In addition too many people vilified Blair and Brown, too many people persisted with the unelectable Corbyn and too many of you said “I’d rather have a true blue than a red Tory” so I have no sympathy, we are where we are cos of deluded attitudes on both the left and the right.
It’s probably less severe than the consequences of the local council bankrupting itself. Of course, that would only apply if the council pays those bills.

Wow I never knew this was happening! This is horrific!
I thought this was happening in my local area of social housing for elderly people in communities living apartments and shelters and homes have been without heat and hot water for months now and they have been in the local news for the past couple of years now on reports of heating and hot water not working in being given electric heaters and they have replaced the heating systems with smart meters which can be turned off independently from the outside. The truth behind smart meters is so that they can turn off the supply to homes without entering into their homes.
Would be interesting to find out if any of the counsellors are subject to the same water and heating restrictions… Although I think we probably all know what the answer to that question is.
Obviously the counsellors don't live on the same estate with these restrictions ¬_¬

i’ve been trying to not use my heating or turn it down and i’m pretty sure it’s made me sick already. i can’t imagine not having a choice over that, especially vif they’re already paying their bills! (those that can’t pay also deserve to still be warm but if you ARE paying… it’s absurd)

Thanks for the video. I understand what the people in that city is going through, because I lived in the Philippines for more than 10 years in the 80's. The situation there is probably still the same as today. I must also mentioned that we lived in a relatively well off part of Makati City. Sometimes we had water and sometimes we had electricity. It all depended on the supplier and their ability to keep the infrastructure going, financially or technically. So we always had water tanks in each bathroom just in case the main water supply was turned off when we were taking a shower or for any other reason. This is just one solution for overcoming the problem. I'm sure there are a lot more. Just need to be creative and do some research. Good luck to all of you.

They sold off most of the council houses to private landlords, I see a lot of home owners purchasing them and putting them back on the market for rent at ridiculous prices despite a lot of them are over 100 years old and this shows in the rotting black brick work of the buildings they are renting out.
Cut backs are the same in the rest of Europe too Britt living in North Italy only just got some heating on 4/11 and no heating during the day either so it's not about if you paid your bills or not anymore it's a much bigger problem and we're all suffering the consequence in many ways with getting heat less money and food costs sorrinng stay strong
I’ve often thought that communal heating/hot water was a good thing but it does depend on who’s got the control switches for the entire estate.
This is so wrong in ever way and I bet that whoever made this inhuman decision would not put up with such constriction on their life, but have no conscience in putting this onto others. I would sign any petition against this.

What the heck is going on!!! That is shocking. I live in council housing, rent and heat paid together, Scotland. I have painful nerve damage and the cold is a trigger. It is criminal what they have done, I hope this is resolved quickly, I don't live there but it's infuriating to hear people are treated this way.
Amazon sells heated vests for less than sixty dollars. The vests are battery operated. Oregano oil and ginger warms the body.

I use have a private landlord who controlled when the heating came on in a shared house. I once asked him where the timer was located and he thought I was stupid enough for him to show me the thermostat. Anyway, turns out the boxed the boiler in and secured the box with a lock and neither of the tenants had access to it. I threatened to report him to the council but the only thing he did was change the timings and then a couple of months later he went to court to evict me.
I had a similar situation years ago. I waited 'til the landlord was out, then put an ice pack over the locked box and basked in the heat!

Something does not add up here: WHY is a communal heat and hot water system running on a combi boiler?!? That in itself is deeply inefficient. Combi boilers are for small individual installations. It should be a system boiler with an indirect unvented hot water cylinder. Hot water from a hot water cylinder will then be available at all times, regardless as to if the boiler is running or not, assuming the boiler runs sufficiently within any 24 hour period. Heating I can understand switching off out of hours, but hot water is madness.
Some councillor’s brother in law or something has a firm that installs combi boilers, but not hot-water cylinders…?

@@zion1180 Then make a business case for insulating inefficient old social housing (UK has the least efficient housing stock in Europe) and replace the combi heating system with a modern system boiler. Councils have to make business cases too and there is no way we can get through the current cost of living crisis, let alone climate change, unless demand for fossil fuels is reduced. Subsidising fossil fuel use is not helping anyone in the long run. That being said, switching off tenants hot water I don't feel is acceptable.
@@1984ed101 sadly the folx who have been making the case for making such adjustments have been demonised. there was a group campaigning on this exact issue but people were more interested in getting to their jobs that dont pay them enough money to live to engage with what they were saying. meanwhile we have a government that is enriching themselves and their mates at our expense - all the whils the police follow, harass, and kill with impunity. nurses, teaches and lawyers who are going hungry. children who are living in mouldy homes. and folx still dont want to look seriously at taxing companies for using our personal data, taxing companies properly, and obviously taxing the rich.
I've never heard of a council controlling the water supply into a property. That's impossible because tenants or owners have a legally binding contract with the water utility company to provide water subject to payment. It would be illegal for any council to override that contract. The tenants should get legal advice and also contact their local MP.
As an overnight shift worker for decades , it seems the forgiven shift and people.

It sounds like the council include the fuel in with the rent. Where I live a few years ago the council wanted to charge them more than £10 a week for their unlimited fuel. It was stopped and they still pay way under market prices for their fuel. If this is the case here, the only way forward is to install metres and charge everyone individually.

You're doing good work mate, keep it up... I don't see this kind of thing getting reported anywhere else. Councillors, MPs and journalists these days all suffer from the same disease of never having lived at the sharp end.
I've long suspected this was coming. I live in a Tower Block and pay £11 a week, as part of my rent, for my underfloor heating (which is switched on and off by the Council at various points in the year) independently of my normal electric usage. I'm half expecting them to either whack the rent up, or to start turning the heating off, at certain times, in order to save money. So far, everything's fine.
But, I'm not expecting it to last!

@@edc1569 Seems that way, it works out at £572 per year, but like I said, that's just the heating. All the rest of the electricity usage is independent of that and that works out, on a prepayment meter, at over £25 a week, at the moment. Before all of this, I was paying around £12 a week.

Management should of sent out a questionnaire form. So they had an idea of people routines. Also a form on energy saving tips. Second look at each apartment for any waste of energy and water. Such as leaking toilets, faucets and plug in appliances that be using energy when not in use.
Looks like a trial before it goes nationwide. United we stand divided we fall. All fit and able should get marching to your council offices ASAP.

The problem is that heating etc are paid for via a service charge not metre consumption. Fuel prices have risen..the Council can't continue to subsidise tenants and can't raise charges to their true cost

Where I live we have district heating, 1 boiler house for each street. We pay as we use through a smart meter, topped up on line or with a card. We are paying the same as everyone else for our heating.

Doesn't apply to a situation like this where there's a series of central boilers. You save costs by not turning the big boilers on when very few people are using them. .
And in the case of underfloor heating, IIRC it tends to come on around October and switches off in May and is paid for via a service charge that everyone living there pays.
This is outrageous and probably unlawful, however folk who live in private homes either paying private rent or mortgage payers are also facing very high bills so this isn't just about folk lucky enough to access council or subsided rent. Please spare a thought for all folk facing corporate and government greed and corruption. We must all stand together, not be divided

I think that when political choices lead to a severe drop in living standards for ordinary people, the people who make those political decisions should be forced to live under the exact same conditions as the people suffering the most.
Access to water is a basic human right as it is essential to life. The council should be taken to high court.

Me too, in winter I just go to bed early, your not cold in bed, more people are having to live like me, going round the student areas at end of term through bins for thrown out clothes, I've got loads of clothes like this, shorts, jumpers, coats, jeans, going on charity shop tours for stuff, timing supermarkets for reduction time, never drinking or smoking, no TV so no subscription or licence, no internet subscription, just a phone, I go running to keep fit, no gym membership.......and suddenly its national headlines, I've lived like this for over 20 years since leaving care!
@@richardburns5925 I rarely use my heating. I invested in a mini bungee trampoline and bounce up and down for 5 minutes at a time throughout the day. I get so hot and walk around wearing leggings and a tank top! Moving and getting the circulation going is key to body warmth. Someone said get an electric blanket for the bed which I haven't because I have a teddy fleece sheet, duvet and pillow cases that keep me so warm! I only have a 3.5 tog inside the teddy fleece duvet and it really has kept me really hot throughout winter nights! These teddy fleece are brilliant!
Same Zoe. My household of 3 adults rely on hot water bottles thick jumpers and socks and blankets. I haven't been able to afford heating and full lighting in my home for over 3 years. Same with most of my household electrical items. My washer has now seized and broken from lack of use. My drier made an awful grinding noise when I was forced to use it earlier this year and I'm sure my dishwasher is next because that's only been used twice this year. I just can't afford to run much. I'm down to a small pc, 2 lights, cooker, fridge, kettle and a tiny vivarium. I'm permanently in debt to Scot Power and it's getting insanely worse.
@@toni5431 I've been wearing my ripped puffer jacket I've repaired with duck tape all over and my Adidas swim short shorts, that are slim and thigh length but look ok, they look like gym wear. My knackered trainers and thick socks. I'll put wearing jeans off till it's really cold! I shave my hair so I save on barbers fees. Looks ok. My main concern every check up is my teeth, I pay privately as NHS is now non existent, I was very lucky to have worn NHS braces as a teen, so my teeth are straight and look fine, I've always looked after them so only have a checkup every six months, I dread the day they need any work, fillings etc. Everything is so expensive.

It's impossible. The council does not control the water supply into flats or houses. The water supply is controlled by your water provider such as Thames Water.
This would seem an easy case to win if the tenants took the council to court.

I am so disappointed to see Islington making this decision without consulting ALL of their tenants beforehand or, at the very least, warning tenants in advance. I can understand that they, and many other councils, are finding themselves between a rock and a hard place (more so under this government than during the last 12 years) but they really need to consult their constituents on such a vital matter.
Disappointed but not surprised I assume? If you were to ask me to guess a council most likely to introduce authoritarian controls on its residents somewhere like Islington would be right up there.

I also live in Islington and they are currently removing all of our old boilers to replace them with these new ones which can be externally controlled they also did the same thing to the electric metres just before the price sky rocketed would be semi understandable if heating was being rationed if the price hadn't tripled so we are using less energy and paying 3 times the price absolutely disgusting

I am guessing the people that are commenting do not understand how communal heating works! The residents would never have had full control of their heating as this would always have been centralised - reduced in the summer and increased during the colder months, the only difference now is the council have added more restrictions to make it affordable for everyone. The video makes it sound like the residents always had control of their heating and hot water like in a property with a traditional boiler. Which is not the case.

Draw enough water to store up and heat the water if and when necessary. May require sponge bathing but better than nothing. Wipes are good for cleaning too if you have access. Back up water is just good prepping for any time water isn’t available.
We've known for most of this year that without curbing European energy demand, finding alternative energy sources or adjusting government policy (the oft touted windfall taxes, nationalisation etc.) that we would have rationing this Winter. It's inevitable. The government and its pets in the media have had ample time to lay the groundwork for this, either by warning people properly or dealing with the cost of living crisis in a sensible manner (preferably both), but instead they've fumbled about with VAT, national insurance, bankers' bonuses and so on while moaning about trade unions and The Wokerati™. Now we're in a situation where peoples' energy supplies will be limited and there will likely be National Grid blackouts over the next few months... and _people haven't been bloody told about it!!!_ This government is not fit to lead a conga line.
Islington is the thin end of the wedge, mark my words. It's about to get a whole lot worse.

I live in rural Ireland. I put on central heating for two hours. Thereafter I only put it on for one hour every three hours. I'm 75. I have quick showers. I'm in bed by 9 pm. I have tv in bedroom and my electric blanket. Blanket stays on for two hours. My house is cozy between 20 and 22 degrees.heating is turned off at 8 pm.
If it is really cold you can go outside and dig some peat and make a nice fire with that.

Most of the cost on our energy bills are fees, very little is actually the cost of the gas. Even if you use less gas our bill don’t go down much.
There is layer of profits takers in the middle who swindle you by offering a couple cents off the price of gas but all the fees are the same. Basically they are billing companies who purpose is to make us believe there is competition in the energy supply industries and to skim profits with more billing fees!

This is outrageous. Until they get this mess fixed, perhaps some would find a "camp shower" arrangement handy. This is a container made from plastic that is filled with warmed water and suspended on a hook or pole at shower height. Some have hoses with shutoffs, some have the shutoff on the narrow container opening. They hold enough water for a minimal shower if used sparingly, but they can also be refilled during the shower, if needed. Campers use these all the time when there are no shower facilities around. You can find these in most online stores that carry camping equipment.
I used one years ago and it was very convenient when nothing else was available. Trouble is they are often marketed as 'solar' showers as you can leave the black bag in the sun- and so many people don't think to simply put hot water in, which can be heated on a burner :)
They can get a regular electric shower fitted if they wish or an electric water heater, or an electric heater (or borrow one from the council)
I guess you can flip the argument the other way. If I was a resident would I want my bills to go sky high because someone else wants the heating and hot water on at 4am?
I guess the council know the majority of the residents are not working (unemployed or retired) so can live within the restricted window which is a better choice then the high bills.
They really should have been given an option. The problem is most wouldn't like either option.
