Canonically, from what I've seen, only four witches were ever seen with goggles -- Shirley Yeager, Hanna-Justina Marseille, Katou Keiko, and Francesca Lucchini -- and only three of them use the goggles as intended. I've only seen Lucchini with goggles on her head in promotional artwork. And from what I've noticed, the witches seem to have a weak passive shield around them at all times that would protect them from basic elements, but this is somewhat inconsistent as there were several instances when wind, rain, and snow caused them problems. Although, these witches were younger and less experienced, so maybe that factor played in some way. I looked way too far into this...

Basically, the Luminous Witches are an Air Force Musical Band whose mission is to raise the moral of the people by holding spectacle of music and aerial acrobatics. The series itself take place during the first season of Strike Witches (both series are taking place at the same period on the timeline of event) but has no connection with it. You should watch it, but only after watching the other anime because having the background of the universe and the general situation of the world make you appreciate the Luminous Witches more in my opinion.
