During this time Cars were still pretty new and so more people were still using horses but steam was new to the island the mid sodor being the first railway to operate on the island then the sodor and mainland and the skarloey railway

Yes, this is like start of ww1 era. He will be in the series in a couple of episodes towards the end of ww1.
I would say maybe get other people to voice the characters, if you open up auditions. Just to get a bit of variety in accents
