I tried crushing the stones and mixing dish soap and water in a large basket, but the fine gold dust just washed into the water. Could it be because I used too fine a strainer?

Your strainer is good, sometime we can't control the tinies gold dust, but some technique here after adding crush powder to our pan wait a couple seconds to completely wet the powder to a water then move your pan slowly for tiny gold dust sinking to the bottom.
