Based on my understanding on the lyrics, I think it's about a girl who has a crush on somebody and while the girl wants to confess to him, she can't because she is always interferred by the thought of rejection.
The "cold" that she always talks about in the song could mean to fear of rejection. In 2:20 she mentions that "It's so cold, I can't do a single thing," meaning she was afraid to be rejected that's why she can't do a single thing (confess her feelings). Along with "Also, I'm running a fever, I can't move." This also associates the previous lyrics. We all know that when you have a fever, you can't really think straight. So if we put it altogether, she had a fever (where she can't think straight) because of the cold (fear of rejection).
My understanding on 1:06 to 1:15 is basically she felt negative because she keeps overthinking of what may happen.
0:50 "I guess I'm feeling relieved in this web of deception." This sounds like she is okay if she can lie or joke about her feelings towards the boy since she is still not ready for what's about to happen.
These first few lyrics on 0:13 to 0:23 implies that her nervousness is in the way and she tries to calm herself down, gathering immense courage for she can say her feelings confidently to the boy.
"Maybe it wouldn't be too embarassing if it's in a dark, dark place."
"I wanna cut down, wanna cut down on my emotion usage."
"Cooler Girl. Should just banish all of my embarassment to the shadow realm."
These certain lines kinda connect together. She wishes to throw her overflowing emotions (fear or nervousness) since it interrupts her from confessing. And it wouldn't be too embarassing if no one can see her nervousness, so that she can properly confess without any mistakes. That's why it was okay if they were in a dark place.
I'm not sure myself of why Cooler Girl is the title for this one, all I got are two possible thoeries. One, I think it's a form of sarcasm towards herself. Since there were nothing cool mentioned in the entire lyrics of the song, I could only think that it's about the girl being sarcastic. Or two, it could be that she wishes to be cool since all she wants was to confess properly without being swayed by the fear of rejection. And of course, she still wishes to be cool after being rejected (if she was) just to say that she's prepared for what would be his reply. Maybe this could explain the lines on 2:31 to 2:41.
(Again, these were all just my understanding or opinion towards the song, so please don't hate me😅.)

I’ve always interpreted as someone who’s perceived as “cool/chill” girl, someone stoic. And that she tries to live up to the name, trying to not show her emotions and shutting them away.
Though the song to me still doesn’t make the most sense (in terms of figuring it out)!
Finally someone who understands the gemeral theme of inabakumori's lyrics.
1:06 to 1:15 is more about how she keeps being dishonest about her feelings and thoughts, which you see a lot of throughout the song, and which is explicitely acknowledged a bit earlier in the song. Because she's scared of rejection and losing the person she loves, she plays it off and acts like she couldn't care less about whether he liked or hated her, I guess I don't need to explain why that's not the case. With "I’m in no position to ask you to see through me." she recognises that it'd be ridiculous to expect him to know that's all just a front when she's intentionally avoiding giving any kind of signal of her honest feelings about her.
0:44 In this part she's dreaming (you see her wake up in 0:50) about some ideal circumstances in which she might be able to muster up the courage to confess. "I guess I'm feeling relieved in this web of deception" is just acknowledging that the previous train of thought she's really just putting off the act of confessing, simply because she can't find the courage to do it right then and there.
