It's a technique called "feathering" now bold lines are good but feathering also looks good.
Unfortunately feathering is hard to do and most of the time it results to chicken scratches, that's why people prefer to use clean lines

A chicken scratch line that is correct is better than a beautiful, bold line that is wrong 😂 The quality of the drawing depends on multiple things and line quality just isn't the most important one (even though it definitely matters).
Also, different lines have different purposes. Drawing a rough can be done differently than inking lineart.
