Personally i prefer the Sonic Mania version of Act 2 because the chime at the beginning isn't off tune and annoying, plus it is seemingly based off the original tune in the Sonic 3 Prototype (if you what i mean), too bad you didn't used that but the final version seems to sound fine here i guess.
I hate to be the bringer of bad news but.... i think i see what happened.... the YM3812 has nine FM channels while the 2612 has six still a excellent cover though.

The Mania version doesn’t use the prototype instrument.
Also, how is the beginning xylophone out of tune?

The xylophone in the final 3&K version still has the same pitch is as the Mania and 1103 version.

Sometimes certain instruments can sound low pitched and high pitched at the same time.
