The four of them laughing at exasperated Tom is one of the most unexpectedly hilarious moments in the show. Probably in no small part to Muriel's contagious laugh.
This is when you realize that Chris, although very competent otherwise, projects his positivity too far, because Tom really should not have been here, but April should've. Just imagine how much fun she would've had if she had come work to the 4th floor. Maximum efficiency, because when April gets motivated by a task or by her environment, she works super hard (ref. when Leslie tasks her to mess with Ron for his birthday - she went overboard).
Chris is a bad boss. He would constantly makr Ben be the bad guy and make him deliver all the bad news when they were cutting budgets. He set up a trial for Leslie and Ben even though he should know that they are the most ethical people and wouldn't misuse their positions for their personal relationship. He practically pushed Tom out of government work by forbidding him to invest in Snakehole lounge. Plus everything he did in this episode was backwards - putting Ron in the centre of the office, Donna with the weird keyboard, Jerry with important responsibilities.
@@MrGksarathy Yeah but in the beginning he was a pretty unlikable character. Because of this, I even hated some of his quirks like pointing to someone and then slowly saying their name (although I found it pretty funny in the rewatches). Even when he and Tom were both trying to woo Ann, I rooted for Tom and that should say something because I hate Tom too. But yeah he went from an antagonistic character to a pitiable one (when he falls into depression) to finally a likable character in the final season where he's present.

But when Ben and Chris are first introduced their dynamic was clearly that Ben was suffering under an abusive boss who liked to put on the image of a happy, cheerful guy. If you notice the scenes in the episodes right before the Harvest Festival, you'll notice that whenever Chris says something like "Ooh, that's a great idea! But..." and then looks at Ben to say "... we can't approve it.". Ben looks pretty annoyed in those moments.
I love how Ron perfectly described Tom. He is a salesman. He is a man that sells things and loves the effort to convince people to buy them. He is a man that impresses.
Love that Tom's list of achievements in his resume for his job at Parks is just his achievements at the Snakehole Lounge except he failed to institute a ladies night
The fact that they both set off the metal detector (as does everyone entering after them) is a terrific piece of subtle comedy
