The problem is each country is responsible to test their own athletes. As a fail safe, a secondary, independent committee is supposed to review the results of the initial tests. The problem with the Chinese results, were that there are suspicions that the fail safe committee were not doing their job because if they had as they did with Russia in the Tokyo games... The 2 Chinese swimmers should have been unable to compete. It's highly unlikely that eating burgers caused 23 Chinese athletes to fail the doping tests. It is far more likely that doping occurred purposefully. There was no evidence that other patrons of the hamburgers from the source had similar doping results.
Chinese athletes are being tested 5 to 10 times more than other athletes last 6 months. Does that mean there are less resources to test for doping from other nations? How many drug tests have Adam Peathy had in the last 6 months and during the games?

He’s specifically implying that Pan Zhanle is doping, even though he has literally never tested positive in his life.
