Wouldn't you be liable if you caused an accident while turning a functioning intersection off or putting it in flash for no reason other than to show off the functionality for a video?
A traffic signal tech can pretty much do whatever they deem necessary. However a lot of law enforcement officers will tamper with a malfunctioning signal cabinet. They and their department could probably be sued (and loose) if ANYTHING goes wrong. It also hinders the techs trouble shooting if officers try to "reset" the light.
