Ze - You can carry out the test but you'll be unable to remove the earthing conductor. I would carry out the test and make a note in the report stating the Ze test was carried out with the Earthing conductor connected.

Can't obtain Ze. Can't because the origin is missing the earth. Dangerous because using the other earth is using the other flats earth which could take the other flats faults....
Ze reading as another source is providing the true earth. Flat without an earth is relying on another flats supply to provide an earth. Could potentially be dangerous situation if the main earth was disconnected due to maintenance or a fault.

Ze cannot disconnect to test safety, personally I’d Chuck In a extra 16mm earth and then leave the original as the other flats.
