regarding scale- when changes scale and type region to automatically change the scale value -command prompt asking to select object and the value remain unchanged. Please advice

hi i have a problem, when printing..suddenly the file name appears at the bottom part of the paper right on the margin..smethhing like this. how do i remove that?

how did you get the base panel to display on the view tab in the ribbon, because my 2017 and 2018 versions don't have it
