To be fair, they weren't robbing anybody, they were following a treasure map. Plus they said it was Bao'er's, and we know that Bao'er actually mostly cut ties with the Treasure Horders herself, and now just searches for actual ancient treasure in ruins. Soraya thinks that's just a front, but it seems genuine, even if she's a shady character in general.
