Is entry to Burude falls still blocked now?

Not sure. They block it in monsoon season only. It might be open now.

Update: went there yday (28/12/2021), and it was open. We could go till the bottom of falls. There was a life guard who asked us to enter details at entrance. After the steps ended, the climb down was slightly difficult but we could manage with support from rocks and branches. Took us around 15 mnts from there.
