ugh i don't know why but i've gotten only two 10 km eggs ever and i'm level 25. First egg was sub level 10 and the other was level 16 ish (btw i hatched it during my trip to Alaska but got an Onyx ;-;). Is there like a reason why I never find any 10 km like my location?

Widd3l nope, drop rate is just low. if you don't use incubators to clear your eggs or faster you can go a LONG time w/o seeing a 10k egg

Widd3l It has nothing to do with your location. What you need to do is hatch all of your eggs at once(Or you can hatch them anytime just don't try to get more eggs). Once you don't have any eggs, go some pokestops and you will most likely get ten k eggs.
