Amazing video!!! A method that helped me remember without a chart is 4 - 8 - 16. 16 is sunny, 8 is cloudy, 4 is sunset or shade. Everything in between is a just the transition from most bright to least. 16 is sunny, 11 is sunny with clouds. 8 is cloudy, 5.6 is dark clouds 4 is sunset or shade.

Sometimes its a case of needs must. And as I mentioned its not compulsory. You can always find an equivalent exposure. If your light meter has died on you this Rule helps people out of a difficult situation.
