intermittent short cycle condenser trouble shooting FIX Short Cycle!!!!

intermittent short cycle condenser air conditioner, locating issue with defrost board on the heat pump in ac mode. Replace defrost board or small caps on board.
Connect the the meter
1) to 24v input side wire of the power AC main relay
2) connect others meter probe to the other side of the relay
3) set meter to AC voltage to read the low voltage power supplied
This time it was the defrost board small blue capacitor as you can see and hear.
The issue was intermittent but possible to find when condenser was running
all components were checked this way, just lucky to cause issue when tapping components
with the end of a non conducting screwdriver.
