I just read a little more about that story. The father fought with them, preventing them from saving his daughter, he wasn't just standing in their way. The video here didn't show much but if you google "Asian man prevents daughter from being rescued" you can read a little more. For nearly 30 years the father has had to live with the fact he technically murdered his daughter.

Maybe the life guards were much younger, smaller and probably taken by surprise by the completely unexpected blockage by the father.
