Its really depressing and sad when you remember that Arbiter was one of the Covenant's most skilled commanders that was responsible for the Fall of Reach and dozens of other human worlds. You could say it was his first step towards trying to make amends for what he had done.
Seeing this...I like to believe the Arbiter came into contact with the Flood and is wanting to take up arms with whomever he comes across Covenant or Human
The Elites really are one of the if not the best race in the series. They have honor and respect. They actually wanted humanity to be let into the Covenant because of their tenacity to survive against all odds.

Big reason the Arbiter advocates for peace with humanity not soley because of his friendship with the chief. After learning the great journey was false, and forerunners weren't gods. He became very disappointed and angry at himself for committing holy genocide out of blind religious faith. The Arbiter and those loyal to him completely renounced all religion, and while some elites under him aren't very fond of humans, they all still became tired of war, and respect the arbiter enough to make said peace work.
