CRITICAL INCIDENT VIDEO - Officer Involved Shooting Investigation from September 20, 2021

    RIVERSIDE, CA - On Monday, September 20, 2021 at approximately 2:17 p.m., the City of Riverside’s Public Safety Communications Center received a 9-1-1 call from a woman who reported that a man was armed with a handgun in her apartment, located along the 800 block of Blaine Street in Riverside. She described the man with a gun as a Black male adult who looks about 29-years-old, medium size, wearing a white T-shirt, black pants, and with a black backpack. The woman also claimed she did not know the person with a gun and was evasive with the dispatcher before the call was suddenly disconnected.
    Riverside Police Officers arrived and found a black backpack on top of a bush underneath the woman’s second story balcony, and inside was a handgun. They walked upstairs to the woman’s apartment and one officer knocked on the door and announced themselves as the police department, and for the woman to come to the door. Since the woman was not responding and noise could be heard inside, the officer kicked the door open. When the door opened, an officer involved shooting occurred and the woman was shot once in the shoulder area. A Black male adult who was also inside the apartment with the woman was not injured, and his description matched what the woman told our dispatcher.
    The woman was taken to a local hospital for treatment of a non-life threatening wound then later released. Investigators with the Riverside County Sheriff’s Department Force Investigations Detail responded to the scene and assumed the investigation.
    Later that evening, investigators learned the Black male adult inside the apartment with the woman was her boyfriend, and he had used physical force to prevent her from answering the door when the officers knocked. The man was identified as 29-year-old Resan Bingham Jr. of San Bernardino. Mr. Bingham Jr. was later arrested and booked into the Robert Presley Detention Center for false imprisonment, weapons violations, and violation of parole. He is currently being held without bail.
    This investigation is still ongoing and there are no further details to release at this time. Anyone with additional information is urged to contact Riverside Sheriff’s Department Master Investigator Jim Dickey at (951) 955-2777 or JDickey@RiversideSheriff.org.

    Wait what exactly happened here? Cop kicks the door down and had a accidental discharge and shot the lady instead?? Why did he fire his handgun as soon as he opened the door if the 29yr male was not pointing a gun at him. (since they had found the backpack with gun already outside)

      He was holding her back from the door when it opened making her call the cops and get them to cancel the call. She deserved to bullet in the shoulder for telling them he was white in the first place. Have her think twice next times she ring and gives half the information.

    Also the 911 operator needs to be retrained. You could tell that the women that called couldn't speak openly and she gave a full accurate description at the beginning of the call. She said a black male, white shirt etc but when asked again was when she was obviously not paying attention to the operator & sidetracked bc of a threat with a gun INSIDE her apartment. So the operator took down that it was a white male with a white shirt. Ugh!

      If you look carefully at the frames just before the officer kicks in the door, you can see his index finger loosely planted on the trigger of his Glock service pistol. Most likely, this officer simply made an impulsive squeezing motion in response to the scene that confronted him, which resulted in the trigger being pressed. In other words, he had a Negligent Discharge.

      ​@@rodneyhankerson7403 Sir, I do [in]sincerely apologize for failing to phrase my criticism of this officer in as dramatic and emotionally-charged verbiage as you would have found appropriate. In all seriousness, neither you nor I know this man's thought process, and I think it would be foolish to ascribe intent or a pattern of ill-character to any of it without knowing more. Therefore, I "chalked this up" to a simple error. Of course, an inexcusable and heinously stupid error nonetheless, but very simple in how the error occurred. Without knowing more about this officer's training and thought process, we do not know why this ND occurred. In my book, the mere fact of having an ND, let alone harming someone with an ND, is embarrassing and implicitly shameful enough; further insult to the officer goes without saying.

    I'm sorry but WHY did you bother to make this video & upload it if you weren't going to show us what happened? Did he shoot at the first person that he saw the very second after he kicked the door open? I couldn't tell so I'm assuming that because you stopped the body cam footage & only showed us a video of officers finding a backpack & kicking a door. What was the point?

    Transparency doesn't mean shit if you're only going to be transparent when your officers were in the right. "When the door opened, an officer-involved shooting occurred." That sentence usually goes "when the suspect raised the firearm toward officers, an OIS occurred," or "After the suspect started charging the officers with the knife, an OIS occurred." So the door opening was the perceived lethal threat to the officer?? Your briefing videos of unjustified shootings should probably look a little different from those of justified shootings unless you want people to see your agency as one in support of police shooting unarmed black people on sight, which is what happened here. Also, show us the bodycam of the aftermath. How did partner officer react to his buddy committing attempted murder? How long did it take before dipshit started medical aid on the woman he shot? The fact that you didn't show us indicates there's something to hide there. All in all, very glad I decided against going to UC RIverside, I prefer to live somewhere where the police take their duty to the community seriously.

    Wait, did I miss something here? Was the women holding a weapon? Why did this officer even shoot? Just because he was surprised someone was standing by the door? What exactly did he think was going to happen kicking in the door to a residence with people inside? This shows a poor lack of training. You should not be instantly shocked and surprised by seeing a person standing there after kicking a door in, it should be expected. You *ESPECIALLY* should not have an instinct to instantly fire at the first thing you see. What if that was a kid or something. *This office should be charged with a crime. If I went to walk out my door, turned and saw someone standing there, drew my weapon and shot them because I was surprised.. I'd be sitting in prison.*

      @@C.I.A.Headquarters I was being sarcastic. I'm aware of what they claimed this was. Go back and watch the video. The cop kicked in the door, made a comment showing he was startled by someone standing there, had enough time to raise his gun and then pulled the trigger. That isn't an accidental discharge, it's assault with a deadly weapon. Even if you want to try and argue against that, what is literally the first two most important rules of handling a firearm? Keep your finger off the trigger, and never point a firearm at something you don't intend to kill. Obviously the cop was surprised by someone standing there, and either intentionally shot out of shock and surprise, or had a sympathetic squeeze because he had his finger on the trigger when he shouldn't have. I expect *more* from *trained* law enforcement. Even my 11 year old knows not to keep his finger on the trigger.

    This 911 operator was a fool. If she says there's a man in her house with a gun, why question her as to why he is there. Just send help. She even said why would a man just walk in your house with a gun? Ummm because he's wants to kill me.... Either way this video sucked.thete is no video showing what happened. Only the officer explaining what he wants us to hear. How bout showing us what actually happened.

    @Reverside Police Department: Hmm… Lots of focus on the felon (and I get that he’s a bad guy) but not a word about the cop shooting the victim? You shouldn’t call for police help and get shot by a cop sent to “help” you. What’s the follow up procedure for something like that?
