There are a couple of good books which cover the story of brochs. One is "Towers in the North" by Ian Armit of Queen's University, Belfast. The other is "The Road to Little Dribbling" by Bill Bryson - pp466-467. About all that seems to be known for certain is that whoever built them really, really needed them and their society was sufficiently successful that it could spare the manpower and resources to put them up.
