I like to think they were holding back to test him but were caught off guard by his combat abilities and insane determination. There were a couple of times where they could have killed him, so I like to think they left openings just to see what he would do. And there's the fact that Palutena, Pyra and Mithra didn't fight him, so the fight could've ended differently.
