The most broken Baltic focus is the one where you change someones ideology to invite them into a faction, and they join the Axis right away.
Straight up locks the focuses unless you join the axis yourself

I'm pretty sure you can from the Commonwealth by releasing Poland as a puppet as they must be a puppet or have 80% compliance.
Making them a puppet only works for focuses.

I played democratic Estonia recently (I just like playing democracies) and went down Baltic unification. On historical, Latvia and Lithuania accepted no questions asked. Honestly, I wish you got their generals too when you annex them (I got them via toolpack).
But it was a neat campaign. Also forming the Baltic Federation as Estonia, you get to keep the 5% recruitable population from Women's Defense Leagues focus, so there's that
Funny observation: I did the "Look North" focus to invite the Nordics into my faction. Denmark was already a protectorate under Germany, but Paradox made it so that they're out of the Axis...and so Denmark actually ACCEPTED my offer. I STOLE Denmark from Germany. They even turned back to being democratic! (they even kept the "Protectorate of Denmark" name, except it was bugged and had a blank space instead of an adjective

@@PanPiperat I released Lithuania and Latvia and reannexed them with the annex tool. Clicking checkmarks on 'army' when you make selections, you get generals of that tag too.

Actually, no! They can join the Baltic Entente and then accept being annexed into you and you can have that buff in like 1940 or smth (I don't remember when I got it when I played)
But I've talked about that in my other comment
edit: I was doing some other focuses like industry and army (so that the other Baltic states do their own industry focuses a bit) so you could get it much earlier

just a tip, you have a severe lack of manpower however you can see that you are still mobilizing. if you are still mobilizing it doesn't matter if you are on service by requirement or scraping the barrel you will still have the same manpower however your industry will be less affected by service by requirement.

Yeah also total mob is -3% recruitable population while scraping the barrel is +25% recruitable population so it barely makes a difference at that point anyway

Best friend and I played a crazy run. She was Germany and I played as Poland. I became Germanys puppet. I got all my war material from her. She did build me planes and tanks. I made my own guns and artillery. We took all of Russia. Was a great game.

United but separate will give wargoals to the other baltic nations if they aren't in your faction on you. So you can form the union, kick them both from the faction, then do united but separate to still conquer the baltics and make the formable.
Also as latvia you can go democratic, make the baltic union and go united but separate, then still go fascist with thunder strikes alone and get those buffs as well.
