Mine was broken upon arrival. Replacement they sent stopped working about a year and half later. Warranty is 1 year so I have a dead unit within 18 months of purchase. Buyer beware
If you want to use it with the app on your phone, yes you do have to have Wi-Fi, but to my knowledge you can use it without Wi-Fi on the screen but you may want to check with Mila before you buy.
