Both has decent taiji bodies and skill. But one has a clearly more open lower back and sunk tailbone. The results of that quality is clear in this exchange.
The guy in red was misplacing his front foot breaking his own hip alignment. Didn't even start off even on the markers. He had no chance. Im surprised the judges didn't correct that so it was 50/50.
The problem is however that pushhands is a training method and not something to compete in, better invest in loss and not follow competative rules such as no stepping

I disagree with you in two ways. Soft style pushing hands training can benefit greatly in real combat for one. For the other, I disagree about there being no pressure. There is at least one time you can clearly see the guy in red really try to shove. I’m willing to bet he was pressuring in the clinch too. I’m see in a lot of bullshit tai chi posts people saying ‘you have to feel it to believe it’ and they make me laugh. Pushing hands with a real expert is where that phrase has real meaning.
He beat a bjj black belt in the video ' World Series push hands 2022 ( match 3) Sifu Nicco true Tai chi push hands" I suggest you see matches 1 and 2. His opponents were trying raw physical force. He beat both of them.Fifteen to zero.
This comment is misguided, and the reason is obvious once you think about it. Sure, Red could use more force, but so could Black. If Black has superior structure and sensitivity at low amplitude, who do you think will have superior structure and sensitivity at high amplitude? Common sense and experience both indicate that if you can't beat someone going slow and gentle, you won't be able to beat them going hard and fast either.
This is when someone with little knowledge of how Tai Chi works would say something like this. I did my challenges as well and i always tell people if you are coming at me hard you will fall harder so be careful. keep training.
