Their level of intelligence is supposed to be around that of a 5 year old child, so it makes sense. My nephew started dancing at about 18 months. Never had this bird's move though.

My damn shitty parents. 1st bird: only one my parents didn't cause, she got cancer and had to be put down. 2nd bird: She got sick and my mom wouldn't take her to the vet, making up dumb excuses ("maybe she's pregnant or something") ... she did the same thing years later with her cat that had internal bleeding. 3rd bird: I lived away for a year and my mom didn't feed him for a fucking month. This one completely broke my heart, because he was the anti-social bird, he always avoided the other birds and was very shy and stressed out all the time, but for years I continued to show him care and encourage him to open up and not be scared. His name was Max and in the end he fucking starved to death because of my mom. 4th bird was my Dad's fault and was more him being retarded than neglectful. Instead of just setting the cage outside to give him fresh air, he put him up on a rickety little table to have "a view" - wind knocked the cage over, broke it open, bird never seen again. If you don't know about pet birds, they aren't "free" if they get away... They never learned how to discern food in a wilderness and they will die badly. Fuck my parents.
Same thing happened with my cat and my hamster. "No point going to the vets, it'll get better soon" Turns out it had a disease that COULD have been treated if they had gotten off they're butts and taken some money out of they're wallets for once >:(
You should not give your parents more responsibility. They not professional, not your worker and not as agile, powerful, smart as used be. Give your pet care to right people. Ah and if the job that you give to your parent is failed, not only the job that broken, your parent relationship too.
