It was initially supposed to launch on NASA's SLS, but because of high costs and delays in the program it's launching on Falcon Heavy instead. if it were launched on SLS it would have arrived much sooner, but the much less powerful falcon heavy means it has to gravity assist off Mars and earth (as the video states), which means it will take much longer
They have a similar budget to that of Spain's military, but yeah, I wish we could give $916 billion (US military budget for this year) to NASA every year
