    I agree with man who said landscape of the population is complex and varied; however it appears the urgency to prevent permanent damage is not addressed

    Landlords understand how long it can take to make progress in recovery. That's why they don't want people who are at risk living in their properties. As long as property owners and local governments get to hold housing for ransom to the highest bidder, this will get worse. If you have tried to house someone with tenacious substance use challenges and physical/mental health issues you know what it is like trying to convince landlords to work with you. Yet you pay any landlord willing to accept you client first and last + an incentive of at least double deposit and they STILL evict your client within a few months. Almost all entities with funding, including LAHSA and most homeless services agencies are ultimately concerned with the bottom line. This means that corners WILL BE CUT, and there is a systemic lack of competent oversight. I know that the majority of homeless services professionals care about clients and ending homelessness and standing up for human rights, and I know that a lot of good is being done in some people's lives. But outcomes continue to be very poor across all social services and increasingly so in homeless services. The system is NOT set up to address homelessness as long as housing and homeless services are controlled by profit minded policies. Much of this is due to funding being set up at the federal level (HUD) to funnel cash directly to property owners, banks and city planners, but certainly not people who are homeless.

    As long as you keep giving billions to billionaires, they will not share. It billionaires are billionaires because they save their money. They do not share it they don't give it away. So we need to give the money directly to people homeless people. Not rich people!
