That powder looks like Longshot to me. However, when I looked a Hodgdon's web site for a 3" 20ga load with 1.25oz shot, it was calling for 20-22gr Longshot (not 24+gr), so not sure what powder that is. PS ... another great video.
Just cut a piece off of a plastic milk jug and use it as sort of an over shot card before crimping the hull. I have even used that method for trap loads. Works wonders.

This could be loaded to max pressure I’d assume. That charge would make sense at that point. It’s likely not longshot lol possibly a blended powder.

I use nitro cards or torn up fiber cushion or even paper towel lol
