Morning time in Assam proof, Time zone and geographical location for sun rise timing

Morning time in Barpeta Assam at 4:00 AM
Places open quite late in Guwahati.
Assam there are few viewpoints on the hill.
Might be a silly thing to ask but what is the best way to utilise the time in the morning in Guwahati.
5AM at Guwahati airport and check in is allowed only after 11 AM so is there any activity we can do or visit any place during this time period.
Assam is loacted in east side and away from delhi about 1500 km so the time zone should be different but whole country is following single time zone so there is morning is so early.
