You have to remember Reven is the only sith that never actually fell to the dark side he chose the dark side to try and save the Galaxy
Vader is more than a sith he is a force of nature....Maul is the definition of a darksider who fallows the ways of the sith purely... While Sideous is all about getting more power rather than the betterment of the sith he is selfish....
Point of order - Revan was not redeemed. According to canon, he fell again before abandoning the Sith for the unknown space of the galaxy - presumably to search for the Sith empire. Revan had the Republic on its knees a second time before leaving.
Remember that time Sidious force chocked Dooku from HALWAY ACROSS THE GALEXY!?

In the new canon timeline, it is without a doubt, and by a large margin, Darth Sidious.
Strength will never actually be determined because of contradictory statements. Vitiate is the goat sith because of what he accomplished living the longest ruling the longest.

Vitiate stopped the war with the jedi. The one he was winning because he realized both sides flaws. A part of Vitiate was valkorian found a society that was not sith or jedi. A people of the force that dominated the jedi and sith alike. Valkorian had complete control of the galaxy. Palpatine only controlled about half of the galaxy. Valkorians fleet would have decimated the empire. Vitiate/ valkorian was over a 1000 yrs old. He didn't need clones to do essence transfer like Palpatine.
Vitiate did not controlled the galaxy. He just manipulated events for 1000 of years in different bodies.
Sidious, Vitiate, Bane, Vader, and then Revan.

Also, Suit Vader (which you almost certainly referring to) similarly has no place even touching a top 30, nor does Revan as a Sith.
Vader and Palpatine are the strongest said by Lucas and by the actual canon. In addition we need to consider the last numbers of Darth Vader comic where he is absolutely on another level, essentially on the same level and possibly above Palpatine himself.
Vitiate is probably more powerful, but sadly non canon as far as I know.

Darth Vitiate is really the sith GOAT. Also more powerful than Sidious you have, amongst others, also Darth Nihilis... This conclusion is just a pop conclusion, the statement of the obvious vs the tremendous SWU sith, and of course not only, lore.

There's so many layers upon layers when talking power level in Star Wars you can't exactly apply a rock, paper, scissors logic to masters & styles. Now if we're talking about all time Marka Ragnos would wipe the floor with Palpatine, nevermind someone like Revan or Vitiate. Lightsaber wise Tulak Hoard was undefeated... With all that you'd have to factor Sith alchemy/magic & artifacts too. Palpatine had at least five rivals to claim most powerful Sith in his lifetime alone
