It looks like this is his first dive outside a pool, and he's a bit disorganized. But having the regulator in your mouth is a good idea in case a passing boat wakes you and you fall overboard. So what if you use a few minutes' worth of air on the surface? It's just a few PSI out of several thousand, and will barely make a dent in your reserve. With that tank he's got anywhere from 45 minutes to an hour even at a high SAC rate, and the PADI Open Water training dives aren't that long.

At 30m deep, the pressure is 4 bars versus 1 bar at the surface, which is air lasts 1/4 as long at that depth (17 minutes) as compared to 70 minutes at the surface. Your only mistake is saying "exponentially". That is linear.
I’m assuming this bloke is learning, just hope he has a competent buddy. I predominately hookah dive nowadays and rarely use tanks or bcd’s anymore. I can see why, just far too much crap to wear which inhibits going into ledges and caverns etc. I don’t like entering the water backwards, just too easy to get caught up on something. I don’t know why they teach this.
He's just learning, you were a learner once too. Criticize his teachers, not the student. If anything maybe give him some tips to help him instead. It was everyone's first time once. This was probably the first dive outside a swimming pool.
