Not all homeless are bad. For example, someone might have been abused and controlled for their entire life until they were 18 and then the parents kicked them to the street. It's not always their fault.

needs to be a homeless registry established in Los Angeles . The city must know who these individuals are and for how long they've been homeless and how long they will be homeless. There needs to be a plan of action for them to be off the streets and then to housing or treatment. The congressional district leaders need to be involved with the mayor
Literally all you need to do to solve homelessness is enforce the laws that already exist that say you aren't allowed to do drugs and camp on the sidewalk.

There were never the numbers and density we see in LA now. Even if you bring back the asylum you have the problem that most of these people don't want to be in asylums. They would prefer, given the option, to live on the sidewalk in sunny LA and smoke meth. Involuntary commitment is always a possibility but you need to prove them an immediate danger to themselves or others. It used to be that inability to keep oneself housed counted but it appears we stopped that.

She’s to trusting, I’ve been in exactly similar situations. I keep my peripheral vision on the person, and listen for any footsteps coming up from behind me. I don’t want to get cold cocked like she was. I’m older, a hit like that would put me in the hospital. Never turn your back on people. You just don’t know what they are capable of these days. I also, don’t make eye contact with homeless individuals, that’s a bad mistake.

Unfortunately, elected officials, law enforcement, judicial, all allow criminals to behave with minimal consequences, which motivates criminal behavior. Laws need to be changes and, until something is done allow the public to protect theme selves without any legal consequences. Among homeless, this is similar and support teams need to be on the streets screening these individuals for mental health issues and get them into treatment. If they refuse, then institutional mental health facilities need to be built to protect public safety. In addition, so much money has been wasted by public officials on homelessness programs, without any evidence-based outcome evaluation, spending most on administrative staff support, and doing nothing to address mental health.
