This is before the council knows how magic can be used with items, before Powder becomes Jinx, before Vander becomes Warwick and before Singed becomes Singed. A lot of changes in the time gap which we will see in the second week of Arcane. Heimer's whole attitude will change once they know how to use the power of Arcane and he will start inventing stuff. So the lore isn't incorrect, you are just not taking the time jump into account.

They don't even have law enforcers, they trust people like Vander can handle the place, which is messed up.

You can see the team behind Arcane used this as a testing piece for their animation style. Heimerdinger is basically the same visually. The "apprentice" kid kind of looks like a skinny version of Claggor. Ekko and Jinx seem to have had a rework/adjustments made further down the line in terms of the look they were going for. Pretty cool seeing this piece in hindsight.
The team behind Arcane also were the creators of the get jinxed short from 2013. Looking back at Jinx's original short her face has changed a lot throughout the years.
I love how in 3 minutes they show that Piltover and Zaun and are just one big melting pot where everyone brings their own flavor and progress is achieved through combined efforts, but.... Piltover still reaps all the benefits.

The reason Ekko can jump back in time is due to Skarner and his species crystals. For more information, read Skarner, Jayce and Viktor lore. Ekko picked up a piece of the crystal and used it as a way to rewind time.
Everyone saying Heimer stole the invention is missing the point. Ekko never "claimed" it, and Heimer never really "claimed" it either. It's showing that both sides have their geniuses and that together they could accomplish things they'd never be able to alone. Ekko improves on it, and then Heimer improves on it further. Ekko doesn't seem upset by his invention escaping him, and Heimer seems more excited by the fact that someone tinkered with it than he does angry. The real sad part is that both sides will never reconcile, so progress is half as fast as it could be.

Love the progression. Heimer - energy source Jinx - rocket Ekko - monowheel skateboard Heimer - hoverboard With each iteration comes more stability. Jinx wanted some destructive power but instead got uncontrolled thrust. Ekko made it more stable by having it guided by a wheel, though it still had excess energy. Heimer then redirected that excess energy to give it lift and make it to an actual hoverboard.
Zaun is a faction all about technology and invention, and I love how the trailer demonstrates the core spirits of invention. It's not just innovation, but also standing on the shoulders of giants, improving on what came before, and most important of all, patent theft. Mostly patent theft. Heim gave Ekko zero credit.

Heimer made a completely different thing though. Ekko's skateboard inspired him, but he made a hovercraft. The hextech core was his to begin with. I find it weird how people act like Heimer just stole Ekko's invention, when 90% of it was Heimer's own design.

well Heimerdinger had no idea who made the modifications and also Heimerdinger completely altered it to generate vertical thrust to allow for hovering and flying. This would be like saying that the Wright brothers ripped off Karl Benz invention (first car with an ICE) because their airplane used an internal combustion engine.

Arcane makes it clear that Heimerdinger and Singed were the original pioneers of magic + science, and Heimerdinger is only opposed to it now because his inventions just ended up fueling a war somewhere (probably involving Demacia). With where S1 of Arcane leaves off with him, it's safe to assume he's going to do some soul searching and Ekko will probably remind him of the good that magic can do. I mean come on, he was already warming up to the idea and encouraging Jayce and Viktor to keep up their studies, he just wanted them to be obsessively safe about it.

The reason Ekko can jump back in time is due to Skarner and his species crystals.
For more information, read Skarner, Jayce and Viktor lore. Ekko picked up a piece of the crystal and used it as a way to rewind time.

Ekko was a little too chipper about the fact that his newly upgraded skateboard was just shot off into the sky
Everyone saying Heimer stole the invention is missing the point. Ekko never "claimed" it, and Heimer never really "claimed" it either. It's showing that both sides have their geniuses and that together they could accomplish things they'd never be able to alone. Ekko improves on it, and then Heimer improves on it further. Ekko doesn't seem upset by his invention escaping him, and Heimer seems more excited by the fact that someone tinkered with it than he does angry. The real sad part is that both sides will never reconcile, so progress is half as fast as it could be.
This and there is also the fact that Heimer invented the power source in the first place.
Meanwhile people are forgetting that jinx is also part of this, even if it only does a basic function.

Heimer then redirected that excess energy to give it lift and make it to an actual hoverboard.

Arcane makes it clear that Heimerdinger and Singed were the original pioneers of magic + science, and Heimerdinger is only opposed to it now because his inventions just ended up fueling a war somewhere (probably involving Demacia). With where S1 of Arcane leaves off with him, it's safe to assume he's going to do some soul searching and Ekko will probably remind him of the good that magic can do.
