The scale has to do with Arcgis pro annotation size, when exported in cad normally they will have the same size that you have in Arcgis pro (at least in version 3.2). However, to control your size there is a column in the annotation layer named *Font Size* , if you change the font size number (for your case make it smaller) the CAD output will have smaller annotations as well.
