This Set isn't the worst one, not at all. I just isn't as "hard" as the others. It has a great atmospheres all the way though while it can still keep you pumped up. Anyways I don't think there is any wors't one at all.
I personally think this one is the most creative. Most of the other sets tend to stick very close to the original melodies, but here Rin plays with them a bit more. MoF's music generally has something a bit different apart from the other games, so I think it's portrayed here very nicely.

Sorry, but I HAVE to disagree with you there. When Kanako's theme (IMHO one of the best in the series) is reduced to a constant repeat of the opening scale while Yuyuko's theme is done properly throughout, that alone marks this as the worst one. The rest of the tracks in this are excellent, but I hate the treatment he's given Kanako's theme. Also, the treatment given to Yukari's theme in House set of PCB easily put it in the top slot for me.
I agree with you, they totally ruined Kanako's theme by cutting out the awesome part that comes after the opening... I think that the opening sounds badass but it doesn't have to be so long.

Definitely not the worst, I would say Cherry Blossom would be
