I'd suggest it's also very emotionally intimate because the mouth is used to speak, to laugh, and to eat, generally not for anything destructive to ourselves, so a mouth to mouth touch is a sort of way to physically communicate safety and that we are intentionally using kind touches with each other. This is what I also notice in my cat - she may perceive threat from just about any other part of my body coming close to her but face to face, and kissing her, she is disarmed and doesn't do anything.
